Create GitLab to-do when a user is assigned to an alert

Problem to solve

Assigning alerts to team members gives responders tools to organize triggered alerts and delegate problems that require investigation. A responder may be assigned an alert for investigation by someone else on their team. Adding a GitLab to-do for this person (similar to how assigning someone an issue creates a to-do), indicates to that person that something needs their attention.

Design

For the to-do itself, we could follow the pattern for what happens when a user is added as an assignee on an issue. The pattern on issues is:

User photo username assigned alert link Alert name at Group/project link to you/yourself timestamp
