Add rake tasks to migrate snippets manually

We should add a couple of rake tasks to help support and users to migrate snippets manually.

We can add one that will schedule all remaining non migrated snippets and schedule background jobs to run the migration.

We can also add another rake tasks that will run specific snippets ids migration.
