No way to get notifications both on mentions and participation

Summary

Available notification levels in settings provide “On mentions” and “Participate”, both of which exclude each other. There seems to be no way to get notifications for both cases, and mentions is not listed in custom settings either so that can’t even be used as a workaround.

Steps to reproduce

Go to Settings, Notifications. Try to change notification level and check the list.

Possible fixes

Ideally there would be a pre-defined level that would give notifications for both mentions and participation (tentatively named “Related” as they relate in one way or another to the user).
