Sourcegraph popup doesn't follow when resizing window

Description

Just noticed this while testing this MR !30257 (merged).

After opening the Sourcegraph popup, if the user the resizes the window (or the size of the code view changes by collapsing sidebars), the pop up doesn't follow it's original anchor and loses it's context.
