Add Admin item to default Discussion vs. Comment.

Description

We have a new GitLab CE installation, and we're trying to teach users Best Practices. In Issues and Merge Requests, several users just. will. not. change the "Comment" save/push to a "Discussion" in cases where replies and fixes should be tracked through the Discussion workflow. They don't want to deal with the extra two mouse clicks. So, replies to their thoughts don't get strung together.

Proposal

In the Admin area, add an option to make "Discussion" the default feedback item, instead of "Comment." This forces the Reply and Discussion Tracking functionality, even when the original commenters can't be bothered to invoke it.
