Geo: Synchronisation status is empty when nothing is synchronised

Summary

In the sync status, the grey bars are completely empty. I think they should state something like "Nothing to replicate"

On 12.10 navigate to admin/geo/nodes and expand Sync information on a secondary node

What is the current bug behavior?

Grey bars are completely empty

What is the expected correct behavior?

There should be some status text
