Add tests for compare_reports script in ci-templates project

Summary

Writing correct jq filters is difficult and error-prone. Now that we have a compare_reports script, we should add tests to the ci-templates project to ensure that the command operates as expected.

Improvements

Add automated tests to the ci-templates project using expectation files for the following templates:

• analyzer.yml
• qa-container_scanning.yml
• qa-dependency_scanning.yml
• qa-license_management.yml
• qa-license_scanning.yml
• qa-sast.yml

We should make sure that cases such as this one are tested.
