List all issues visible to a user across the entire instance
Problem to solve
When leading a team, it is very useful to see all issues which are currently open in that instance or project at a glance. To do this, I should be able to go to my "Issues" page, remove all of the filters and then see all of the issues which I have access to.
Removing the filters from the user's "Issues" page currently ends up with an error message: "Please select at least one filter to see results". It should show all issues which I have access to.
