Gitlab-CE reports repos fail a repo check and to look at repocheck.log, but there are no logs there.

Gitlab-CE v10.4.4
We have repo check enable to run periodically and it fail two repos consistently, and tells us to look for logs in the repocheck.log file. However, that file is empty. Furthermore if we fork the failed repo, the fork passes repo check.
Steps to reproduce
We just enable repo check feature.

What is the current bug behavior?
Certain repos fail repo check consistently, but provide no errors in repocheck.log
What is the expected correct behavior?
I expect to see errors in repocheck.log file.
