CI/lint API should be moved under project namespace

Since we're moving CI linter under the project namespace (https://gitlab.com/gitlab-org/gitlab-ce/issues/43603 && https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/17729), it makes sense to also move CI/lint endpoint under project API endpoint
