Alert management splash page and sidebar item should not be visible
Summary
Alert Management is being developed during %13.0 - epic here &2877 (closed). The first MR for this functionality - !29775 (merged) - was merged without a feature flag. The functionality is incomplete, so we should not display it to users.
At the time of writing - this only exists on staging.
Steps to reproduce
- Navigate to a new or existing project.
- View the Operations section in the sidebar.

What is the current bug behavior?
- The 'Alerts' menu item appears in the sidebar
- Clicking this item or navigating to
<project>/-/alert_management/
shows a splash page.
What is the expected correct behavior?
- The 'Alerts' menu item should not appear in the sidebar.
- Navigating to
<project>/-/alert_management/
shows 404 page.
