Add a description for installed runners
Description
When we install runners into a cluster, we don't give it a description. Since project runners show up in other project settings, this can lead to confusion as it's really hard to know where the runner came from. While there's several ways we could address that, one easy thing is to add a description to the runner that involves the project's name.
