CI - Postgres service no longer works when set up from Gitlab documentation

A gitlab CI service, both with and without alias, no longer works as of today. Examples of very different projects.

Running builds that passed yesterday now fail today (Feb 15, 2020)

Describe what you were doing right before the issue occurred.

Perhaps coincidental, but seemed to happen at exactly the same time this problem showed up gitlab-runner#6697 (closed) I only noticed how widespread it was when I started investigating the dind issue. Every project I test is the same, what worked yesterday doesn't work today.
