Make Dashboard Annotations Generally Available

Summary

As of %12.10, the metrics dashboard supports annotation lines and is behind metrics_dashboard_annotations feature flag. Currently, annotations can only be created using the API on the backend.

Even though we have deployments icon and annotation lines, there is no reason for this to be behind a feature flag.
