Dismiss an alert
Problem to solve
There are often alerts that do not require action but the responders do not have the ability to change configurations to prevent the alert from being emitted in the first place. It is desirable to have the ability to mark an alert as dismissed so that it does not convolute triage workflows and it can be ignored.

Proposal
Changing the status of an alert to Dismissed will remove it from the Open tab and therefore, from the main view from which responders triage. Dismissed alerts can still be viewed in the Dismissed tab. Alerts can be undismissed by navigating to the dismissed tab and changing the status to something else.
- Add Dismiss to status drop-down options.
- Add Dismissed tab to list page, between acknowledged and resolved.
- Move all dismissed items from the Open tab to the dismissed tab.
We will also need to account for dismissed alerts with TODOs. We may want to add a pill, like we did for resolved
alerts. (See !35579 (merged) for context).
