Add link to metrics page from the deploy board
Problem to solve
When we deliver #214634 (closed) , the user will know that which error happened on the deployment. We should link to the metrics board so that the user can investigate what is wrong

Further details
In case there is a degradation in performance or quality, we will notify the user on the deploy board (environment page) so that they will know something is wrong and can take action.
Using the existing Prometheus API we will query the current threshold of error rates
Proposal
After delivering #214924 (closed), the user will know which error threshold was crossed, we will now add a link/details button to point to the metrics dashboard: Operations > Metrics page
This iteration - link to the monitoring dashboard so the user can further analyze
