[Wiki] [Feature Flag] enable wiki_events by default
What
Set :wiki_events
to on by default, and then subsequently remove :wiki_events
feature flag

- Team: groupknowledge
- Most appropriate slack channel to reach out to:
#g_create_knowledge
- Best individual to reach out to: @alexkalderimis
Expectations
This is currently enabled on Gitlab.com and disabled by default. The next step is to move to enabled by default. We expect there to be no or minimal disruption.
### What are we expecting to happen?
Wiki events should become available to all users by default in self-managed instances (already available on Gitlab.com)
What might happen if this goes wrong?
We might see a performance impact due to new DB queries. This is currently thought to be unlikely.
What can we monitor to detect problems with this?
