License compliance badge displays wrong number

When changing the page in the license compliance app (https://gitlab.com/gitlab-org/gitlab/-/licenses) the badge number on the tab updates to the amount of items on that page instead of using the total amount.

This should be added to the new license compliance end to end spec as a regression test.
