Add topic field in Create blank project form

Problem

Add project topics to the new project creation form. Currently topics have to be added once the project has been created by accessing Project > Settings > General. This makes the project creation flow tedious.

Intended users

All roles who are able to create new projects.

Proposal

Add a topics field to the new project form.
