Add group audit event when SCIM provisions/deprovisions a user

Follow up from #208940 (closed).

Add a group audit event when SCIM provisions or deprovisions a user. This will help keep an audit trail of when a user is added or removed as a member of the group.

It's possible we already create an audit event or member add/remove. If so, we should override that and be explicit that it was SCIM and not a user that made the change.
