Improve tooltips for compliance framework badges

The tooltips for our compliance framework badges could be improved.

The tooltip describes the acronym, but doesn't provide any additional context:

Proposal

In #118671 (comment 322673868) we discussed using this format for tooltips:

This project has compliance requirements for the [FRAMEWORK / FULL NAME]

These new strings would be in addition to the descriptions we already have for project settings that are currently being shared with the tooltip. !28182 (merged)
