Error states for the alert list
Problem to solve
We'll soon be surfacing alerts from external tools in GitLab. We'll need to provide messaging for when alerts have been set up, but there is an error that's preventing alerts from displaying.

Proposal
The initial error state we added as part of !30315 (merged) looked like this:
We can adapt this basic message for additional use cases. For instance:
State | Message |
---|---|
API, Sorting, Pagination Errors | There was an error displaying the alerts. Please try again. |
Status can't be updated | There was an error while updating the status of the alert. Please try again. |
An error displaying alerts from one (but not all) of the alert sources | Failed to load errors from [source name]. Confirm your endpoint configuration details to ensure alerts appear. |
