Render predefined variables from the dashboard yml file in a single select dropdown in the dashboard UI

Problem to solve

Following the same pattern from #214503 (closed), we need to render dropdowns for all of the variables defined in templating key at the top level the metrics dashboard yaml files

Proposal

The variables defined in the yaml files should be rendered before the text inputs from the variables defined as query parameters in the URL
