Change icon for uncategorised licenses in license compliance merge request widget

Within the license compliance merge request widget, uncategorised licenses should have the `•` icon replaced with `-`.

Note: This is an issue that was originally part of #12530 (closed)

Availability and Testing

The widget test is in quarantine as failing on Staging, as part of rewrite/fix a test should be added for uncategorised.
