Configure label to be disallowed on MRs

Problem

Similar to #17461

As developer, when I create an MR for an issue, not all labels from the issue need to be pulled into to the MR by default. For instance, I know that my board workflow labels (ToDo, Doing) do not need to be there. Similarly, my Sprint label should also never be present on the MR, this label is only used to build the board for the current sprint.

Proposal

• Add an option to a label's configuration options to denote that it should be disallowed on MRs
