Webpack memory usage increasing

We track webpack memory usage for GitLab's frontend build tasks. This data is published here https://gitlab-org.gitlab.io/frontend/playground/webpack-memory-metrics/.

Memory usage has been increasing steadily over the last few months with a sudden increase of ~70mb around Feb 5, 2020. The current level of 821MB is much higher than the minimum recorded value of 630MB in December 2019.

One of the goals of the webpack working group is to "put measures in place to track this consumption over time, ensuring it does not grow unchecked."
