Quick Action Support for Blocking Issues

In order to utilize blocking issues more efficiently, it would be helpful to add blocking tasks to the quick actions.

Proposal

Add the ability to indicate an issue is blocked by an issue or blocks another issue via quick actions.

• /blocks <issue(s)> - specifies that this issue blocks another issue(s)
• /blocked_by <issue(s)> - Mark this issue as blocked by another issue
