Allow notifications for even non-comments

User gets angry: Gddm that Jenkins, closing my issues with just a flick of the wrist. He's fired!

Well it turns out Jenkins et al did a lot of work, https://salsa.debian.org/debconf-team/public/websites/dc18/issues/40 .

But even in Settings, there is no way to turn on notifications for such "minor" non-comments.
