Executing docker - gitlab:import:repos - Refusing to create empty bundle

when excute docker exec -it gitlab gitlab-rake gitlab:import:repos['/var/opt/gitlab/git-data/repositories'], There's an exception：Failed to move repo: fatal: Refusing to create empty bundle.

Although both the group and the project were created, the content was empty

after excuet that, xxx.git becomes xxx.git.bundle, but xxx.git is not an empty file.
