Users do not know what the "Close issue" button really does and close issues by accident

Summary

In our GitLab instance, I'm occasionally seeing users who report an issue and then immediately close it. It doesn't happen all the time, but frequently enough to be annoying.

When asked why they do this, some mention that they didn't know this closes the issue in the sense of "discard this", they expected this to be some kind of "confirm this report" or "submit my changes" or "close this session and save what typed" action.

Steps to reproduce

  • have a GitLab instance running and at least some new and/or inexperienced users using it
  • wait till a new issue is submitted and then closed almost immediately
  • ask the user why they did this
  • if description is along the lines of the summary above, you got one

What is the current bug behavior?

What is the expected correct behavior?

The users should be able to learn that using this button closes the issue with the intended result being that it is basically discarded, and thus be able to decide to only use it if they really wish the bug to be closed in GitLab's sense.
