Listing user projects though API only returns projects in user's namespace

Summary

When using the API to List user projects, only projects in user's personal namespace as returned. This is the case even when using an admin personal access token with api and sudo scope.

What is the current bug behavior?

Only returns projects in user's namespace/

What is the expected correct behavior?

Should return all projects in which a user is a member.

Tested on 10.4 and 10.5
