Remove feature flag `ci_parallel_minutes_reset`

In !29017 (merged) we introduced ci_parallel_minutes_reset feature flag to parallelize the work previously done by ClearSharedRunnersMinutesWorker.

Given that the CI minutes reset runs once on the 1st of every month, we should not remove this feature flag earlier than 1-2 months.
