Group Level Access Tokens / Group Bots [BE]

Summary

In #210057 (closed), we introduced the concept of Project Level Access tokens. This issue is to build similar functionality but scoped to Groups.

Note to the engineer who picks up this issue: The service to create Group bots has been taken care of as part of !28621 (merged). The service was built in a generic way so that it can be used for both Project and Group Bots.

This issue will only require an api to be created for Group Bots (similar to Project Bots).
