Add to merge train button shown when dependent merge request is not merged

Overview

Having a project with merge train configured and then have a merge request with a dependency not yet merged the user still sees the Add to merge train button. If the user clicks on it they get "Failed to add to merge train" which is fine from a technical point of view but very confusing for the user to figure out why there is a failure.
