System notes on alert detail page
Problem to solve
When users are making adjustments to an alert's status, or are creating an issue from the alert, it would be useful for others looking at the alert detail page to have a log of what's already happened to the alert. This will enable teams who are working together to triage alerts better collaborate and prevent unnecessary duplication of work.

Proposal
Introduce system notes as part of the alert detail comments:
At first, these system notes will likely just be for creating issues and changing the alert status. But, as we add more functionality to this alert manager, it may also include things like adding assignee, adjusting the severity, etc.
