Pin link to corresponding status page at top of published issues

We have a need to make it clear that an issue is published to the status page.

When the status page is published, we want to utilize the pinned embed pattern to link directly to the published incident's detail page (see visual examples below).

The button should be a link that takes you to the live status page. This solves the problem of knowing whether an issue currently has a live status page or not.
