Allow users to see which alerts are new in the alert list view
Problem to solve
When we surface alerts in GitLab, it would be helpful to visually let users know which alerts are new and unseen. This will help users more effectively triage new alerts as they come into GitLab.

Do something similar to what's done on the issue list page, where we show newly created issues with a green background to differentiate them from older issues:
