Separate option for specify users that are allowed to delete a tag

in the past it was possible for everyone to create a tag and only the master or administrator was able to delete it. I found out that this isn’t possible any more. However it is a valid use case for us that other department where there isn’t a master are able to create tags but not delete them.

How about adding a separate option “allow delete”, similar to how it was done for branches) “allow merge” and “allow push”)?
