Add Issue health status as an option for board lists
Problem to solve
When monitoring a team's work in flight, I need to be able to easily review and digest the current progress so that I can confidently report to stakeholders and leadership
•I need to be able to understand if there is any work at risk, so that I can adapt my plan or devote resources to unblocking my team.
We recently launched the ability to select a health status for issues. However, the status cannot be used to create a board list. I would like to be able to filter issues and view them in separate columns on my board in order to tell easily which are on track, which need attention, and which are at risk.

- Add a
Health statustab to the add list dropdown, afterIteration. - Allow a board list to be created by the 4 status selections (No Status, On track, Needs attention, At risk) , similar to milestones or labels.
- Once selected, the board list will be added consistent with the current list experience.
- The
Health statusbadge will display at the top of the list.
