Repo Owner should always have option to receive membership request emails
I own a repo (Project) inside a Group.
I have not been receiving membership request
emails.
When I filed a bug with corporate IT (Intel Corp)... they responded that I had a maintainer in my project, and therefore only they will get the emails, citing this documentation:

After access is requested:
Up to ten project maintainers are notified of the request via email. Email is sent to the most recently active project maintainers.
Any project maintainer can approve or decline the request on the members page.
Note: If a project does not have any maintainers, the notification is sent to the most recently active owners of the project’s group.
This is unacceptable, as the only reason us repo owners ever grant maintainer
is so those members can commit to master, to allow for package release. Now this means those owners won't receive membership request emails... and users/customers will be left without permissions because most "maintainers" are only given that role for code related purposes... not user administration/access-control.
Please let us know how to alter this behavior... whether by locally changing some code on our install (I am just a gitlab user, not in IT)... or in some setup options for our local instance.
Please consider this feature request for the wider public community as well, I can't see how this wouldn't annoy anyone/everyone.
