Allow administrators to edit details for "native bot" users

As an admin, I want to be able to modify the details (picture and email) that pertain to the bots in GitLab.

In Gitlab 12.9 there is a button "Edit" near the bot but we can't use yet. It's the good place to manage information about bot.

In this exemple, you can see 2 bots with 2 domains. However, it is not possible to change their properties.
