Missing indication that CI runners will never run

Summary

There is no indication if there aren't any CI runners with appropriate tags to handle your job. Instead the job will remain with a paused icon.

Steps to reproduce

(1) Create a CI job with any tag not defined by a runner. (2) Start your CI.
