Group analytics value stream not showing all labels

Summary

When creating a "New stage" in Group -> Analytics -> Value Stream, and selecting the "Issue label was added" as Start event, only a subset of group labels appear in the dropdown menu.

Steps to reproduce

1. In Gitlab EE, make sure you have more than one page of group labels.
2. Go to Group page. In the sidebar, click on "Analytics -> Value Stream"
3. Below "Total", click on the card "Add a stage"
4. In the right half of the screen, in "New Stage", click on the dropdown "Start Event" and select "Issue label was added".
5. In the dropdown "Start event label", check that only the first page of labels is shown.

What is the current bug behavior?

The labels dropdown only shows one page, with no option to go to the next page.

What is the expected correct behavior?

All the labels in the dropdown, or a pagination menu.
