Disable Issues at instance level

Disable Issues at instance level and do not allow users to reactivate it regardless of their level of authorization.

Intended users

Gitlab global Admin.

We use an other bug tracking systems in company.

Proposal

Add in global administration panel the option or directly in GitLab configuration settings.
