Disable automatic closing of issues for the GitLab project

With the completion of #19754 (closed), we have the ability to stop the automatic closure of issues from MRs.

Within the devopsplan frontend team, this is preferred, as the majority of issues need to go through the workflowverification step.

I'm looking to see if this is similar behavior on other teams, and if it is, we should disable this on the GitLab project.
