Improve documentation for issue blocking/blocked-by implications
Problem to solve
Users can mark issues as blocking or blocked by other issues. However, there isn't much documentation about the implications of those relationships. One implication is described in the Issue Boards documentation: "If an issue is blocked by another issue, an icon will display next to its title to differentiate it from unblocked issues." But what else? For example, will an MR that relates to a blocked issue be flagged? Can an issue be closed if it is blocked? The documentation should explicitly state all the implications in one place.

Proposal
The documentation for linking related issues should explain the implications of linking an issue as 1) blocking and 2) blocked by.
