  @johncai what is the reason why this feature flag is checked behind receive_max_input_size > 0?

  It doesnt make a lot of sense to me that to have partial clone enabled, receive_max_input_size must be set.

  I guess it make sense to couple that setting when you try to scope partial clone as a git LFS replacement, forcing large files to be tracked via LFS instead. But partial clone should be a lot more than just git LFS and imo, these 2 options should be decoupled.
