Pre-populate configured alert in a modal when editing it (clicking on alert badge)

alert modal should be pre-populated with the alert that's been set so that, when it's firing, it's easier for users to go in and adjust it. So, the idea is that clicking on the badge will open up the modal with the existing alert settings pre-populated into the fields.
Proposal
Clicking on the alert badge should open the alert modal with the alert's settings pre-populated in the modal fields. This should be true for both firing and non-firing alerts.
Doing this prevents users from having to go in and having to re-select the appropriate items from the fields in order to tune their alerts. New alerts can still be added using the alerts item from the "more options" menu. Clicking that menu option should still open up the blank alerts form.
