Move features to core: "Network Policies for Container Network Security"

Summary

The following Container Network Policy (Cilium) features will be available down to Core:

• Basic usage of Cilium (install and viewing on the cluster apps page)
• Ability to export Cilium logs to a SIEM

Features required by CNP (excluding Threat monitoring related)

The following features (already available as Core) are the ones required to have Cilium installation, deployment of network policies and exporting logs to a SIEM.

Container Network Policies are a very complex feature that may be hard for customers to use if they do not have a support contract.
