Add Private API endpoint to check user 2FA setup

Related: #212305

we will check if we the user requires to reinput the 2FA or if the user requires to use a 2FA, and if the provider allows will send a push notification instead so we can bypass the user input.

This endpoint will be consumed by GitLab PAM
